Rocker ratio will have little, if any effect as the inlet valve is [or should be] just starting to open when the piston is going over TDC at the end of the exhaust stroke. The height of the rocker assembly will have no impact at all on what the valve does, as the pushrod adjusted length will compensate for that. Reducing the diameter of a valve is easy for anyone with a lathe, just cut the seating area to the same angle as before after turning the head diameter down to the required size.
