Ignition off: close the points by rotating the cam and use a multimeter to check for continuity between the negative side of the coil (coil to distributor lead) and the distributor base plate or any part of the engine/frame. There should be no resistance. Rotate the cam further to open the points fully and check with a multimeter again. There should be infinite resistance, as the connection should be broken.Â
Any divergence from these readings at this stage suggests that the ignition components have been incorrectly located, and they must be removed, inspected and reinstalled.
Regarding your other question, with ignition on, there will only be power both sides of coil when points are open..... when points close current runs through coil to earth to energise it.
