Hello has anyone used this tool , my question is are the measurements given on the packaging for chain slack at top or bottom chain.

Makes no difference where the slack is measured.
You won't be able to fit a chain monkey on the top run anyway as the chain guard is in the way.

... and... just looked on Google images, they all show the bottom.
