A swinging needle is often caused by a sharp bend or kink in the cable. The inner winds up due to the friction caused by the bend or kink and then when it overcomes it and releases it accelerates past the correct turning speed and then drops back. Its a very common fault in older classic cars

Hi I had an enfield speedo fixed a few years ago, clown that complianced the bike broke the glass,, got it fixed $20 they put a velgia rim and glass on it. Not sure of the spelling was back in1994 but it worked well for a good few years.

I once replaced the glass on a chronometric speedo which was broken in an accident with the glass from a tax-disc holder. these may be more difficult to find new now, but there must be enough redundant ones to go around. Just an idea that may take some of the tension out of prising the bezel off.

I've cut them on my lathe from thin Lexan polycarbonate. I got enough for 8 speedos for $4 USD.
Looks like the real deal and nearly unbreakable. I also made a single-curvature windscreen from the stuff.

I've found a capable glass merchant will cut a circle of glass to fit a speedo/rev-counter at minimum cost and in a suitable type of glass.
