What is the purpose of those arrows facing you on the wrong side of the road?
Solid white curved arrows (if that's what you're referring to) are there to inform overtaking traffic it must move back onto its own side of the road. They're an advance warning of an overtaking restriction ahead, usually in the form of a solid line ahead on your side of the road which you must not cross (with a few legitimate exceptions).
If they're facing you it's to notify traffic traveling in the opposite direction.
