Wow. That IS gestapo levels of interference there. And there I was thinking Australia was a relatively modern, open and permissive society.
The thing that worries me there is the number of things that are subjective and so allow a policeman with an axe to grind way too much leeway to make up his own rules if he catches someone flagrantly in posession of a face he does not like the look of.
Who the hell cares if you leave your car unlocked? I used to live in a deeply rural area of the scotland and would sometimes not only leave my car unlocked but with the keys in in case it was in the way and someone needed to move it. Queensland is WAY more rural than anything in the UK.
back to Horns. Yes, a relay would make sense, you risk burning out the wiring if it's not thick enough (there will be a little extra capacity in the wiring for safety but probably not 100% more.). That said, it is very intermittant so I doubt you'd be sounding it for long enough to make an enormous difference.
I don't seem to be able to make a horn (of any type or cost) last longer than 12 months on a bullet, it just seems to kill them so I just keep a cheapo ebay one spare in the lockup ready to fit the morning of the MOT which is when they usually fail.
