Perhaps I have miss-read the information but for timing the engine I have to timing pinion with the key way at 12.00 (vertical) then line up the appropriate dots but on which stroke? Do it on one TDC and on the next rotation the dots do not line up, so does it matter which stroke and TDC I align the dots?

You do realise it is major operation to alter the timing on an Electra if you do find it is out of specification.

Cams run at half engine speed so they will only line up every second crank revolution.

I think Haggis has covered the essentials, but as the Electra's IGNITION timing is fixed and triggered at the crankshaft (wasted spark), just concentrate on getting the dots on the timing pinion and cam gears to line up on the dots every other revolution, and all should be well. A.
