Whilst I normally use a GoPro for such on a RAM handlebar U-bolt, I have found I can use a GoPro chest harness with a purpose-made GoPro mount to 1/4-20UNC tripod thread adaptor on a mirrorless camera. Usual harness kit and adaptor being quite cheap. A big DSLR being too heavy and tipping the mount forwards, but these smaller cameras work quite well. It would work with a compact, they being lighter still and most shoot video well.
The microphone thing, I've had some success dropping an Olympus PCM recorder (or any digital tape recorder, could be a mobile phone) into the pannier for better sound and substituting that for the camera's sound track during edit; you need a synch point, beep the horn..
