You can if you really want work it out as Jefrs says but it is very unlikely to be correct, you need far more info than the diameter and material.

Let's see a formula for it then! In a former life as a marine engineer, I was working on a big Crossley diesel and the 'torque figure' for tightening the conrod bolts was 'three men of average size, sat side by side, working on a 10ft bar and pull the bar until grunting! Regards, Paul.
