No, it isn't for that purpose. It's a freewheel device. Think of it like you riding a bicycle. The electric starter (you) can drive the engine (back wheel) through the sprag (freewheel), but when the engine fires and picks up speed (the bike goes downhill) the starter motor isn't dragged along with it (your pedals aren't forced to whiz round at high speed) and at that point you can stop pedalling.
