having been told that you have to have the engine running for the headlights to work I need some more info with the engine off you can put on the parking light front one and back one but when I pulled back the switch the front parking light went off then I noticed that the back was still on I pulled the switch back again and then that went off to is that how it works

If like mine your Head Light High n Low is Direct Drive off the Alternator..They is No Park,,Though Some Home Mrkt set ups will Let you Switch on the Side Lights with the Key Out and rear light (Beloved of kids & Flat Battery) Do You Have Key Ign/lights or separate key and light switch?.
on LIGHTS on [Handle bar switch] Engine off your Head Lights And Side Lights will be off rear (Battery) On..Engine on all should Work. OK

Reminds me a bit of army convoy lighting switch, which had T, tail only, L, pilot and tail, and H, headlamp pilot and tail!

I think you'll find that what your describing is correct. When the engine is not running if you switch the lights on, as you say you will get side lights and tail light, but if you switch the head light on the pilot light in the head light will go out as its not lit with the head light, so you'll only have the tail light on until you start the engine. I hope that makes sense cheers Pete
