I suspect it is just poor paint rather than the ethanol attacking it. My paint there looks suspect, what my woodwork teacher would call a 'butty edge', a thick lip of paint that dries soft. Btw petrol is a pretty serious solvent in its own right.
As youffs we used to clean tank innards by chucking some coarse grit in and then standing there shaking them for ages. Dunno if it worked but you have to pay to go to a gym now. Washed out with copious petrol of course.
