Another headlight in a sea of headlights?
perhaps we ought to think about this from a different angle.
Prohibit headlight use between the times of dawn to dusk excepting periods of poor visibility. Riders to wear Hi Vis jackets, tabards or the like. If a "driver" cannot see another vehicle in broad daylight then may I suggest that driver has seriously impaired eysight & should not be in charge of anything other than a white stick and a guide dog

Further down the page of the DoT document things get more interesting. The new Euro 4 emmisions levels that come into force in 2017 will be about half of what they are today. And even lower in with Euro 5 in 2020.
Also there will be a requirement for On Board Diagnostics (OBD)to monitor engine performance and fuel useage. This has to be useable by joe public not just "experts". Presumably Plod will be able to do these checks at the side of the road and certainly at mot. This may be worrying to anyone that re-maps any part of their ECU so it no longer conforms to manufacturers spec.

First they'll check if the ecu has been flashed, then they'll check your online insurance to see if that modification has been declared, then they'll be able to impound the bike for no (invalid) insurance if it hasn't been declared. Seems a win win as far as the EU are concerned.

If you want to fix a problem adress the issue, not it's effect. wearing a high vis jacket is not only hideous, but also doesn't adress the issue, and neither does having your headlight on. It will be good income however for the state...

I don't wear a Hi-Viz jacket. I don't ride with my lights on. Neither work. I just treat other road users as total morons who are out to kill me.

I trained as a driving instructor years ago and one of the first pieces of advice my tutor gave me was, as Barry Q says,treat every road user as a total moron who's out to kill you. I always passed on that advice to my students and encouraged them not to be that moron As a biker it's always stood me in good stead and like most other bikers I can see someone is about to do something stupid before they even know they are. I'm inclined to agree that one more headlight in a sea of headlights and bling lights will not help.
