Just assembling the heads on the 1954 Meteor 700.
The valve springs should sit on "Valve spring collar" part number 33508 as it has tapered collets.
By the dimensions of the collar the only way this can fit is by sitting on the top of the valve guide 38638 which leaves the collar sitting off of the cylinder head.
Is this right.

Yes, it was the same on my 1953 Meteor. I thought it was a bit odd too but it seems to work fine.

Yes that is correct, it does two thing's, helps keep the spring cooler and presses on the valve guide to help prevent it moving.
