How do I test the coil?
Should it be power on both sides of the coil?

If the points are open yes, if the points are closed no only on one terminal.

Power off. With meter set on 20 ohms,two probes on the primary terminals, should read 3 to 5 ohms. With meter set to 20 Kohms, one probe on primary terminal, other probe on high-tension terminal (the one that goes to the spark plug) should read around 10000 ohms,say between 9 and 14000 is good.
