Dean, it might be worth checking all the locks to see which ones have been changed. It might be that its the ignition barrel that's changed (these wear out after about 5 years - I know!). Also, there are another couple of ways to get into the lock box (although I have an electra and it might be different)...
The first way is to ride at around 60 miles an hour... it will shear off with the vibrations! Ha, well, that's what happened to mine. But seriously though, the second and more realistic was involves a wee bit of carefully placed force. A single spot weld holds the locking bar on to the back of the lock barrel - it isn't strong and might easily pry off if you can get access (which is just about possible on the Electra, not so sure about the classic).
Thirdly... although I suspect you have tried this, the lock might just be jammed. My own side box locks are very tight and frequently jam - either the lock barrel itself needs a wee bit of grease/WD40 etc to free it off, or the locking bar that turns and engages with the frame might be a bit seized to the frame. The reason I suggest this is that I though Hitchcocks only sold 'lock sets' and not individual locks? So where would the PO have got a single lock from (obviously there are places but...).
