I have an Amal 223 carb, replaced the throttle cable, stripped and cleaned carb, cleaned fuel tank and put fresh fuel in. Now when I open the fuel tap the carb floods?

I check the float and needle and they are working fine.

Could a short throttle cable cause the carb to flood?

No RE125cc, it can't.
Quite frankly, and I'm trying to be helpful rather than critical, if you don't understand why that is the case you perhaps shouldn't be taking the carb to bits.
The reason a carb floods is, as Norm says, the float or float needle isn't doing it's job. Either the float is leaking, the float needle is damaged or fouled, the float height is wrong or the float is jamming down. It is difficult to check if the float is actually working when you can't see it with the cover on. Have a look here for Amal float height

Is this a monobloc carb? If so there are a couple of things to look at; I believe that if the float is put on it's shaft upside down, the needle won't shut. Also, it has been known for the cover to stop the float moving if for example the wrong gasket or no gasket has been fitted. I have in the past also had the brass floats leaking and part filling with fuel. Take it out and shake it next to your ear to hear fuel sloshing inside. Look at the parts that hold the pivot tube and you should see a polished mark where the needle has rested, to show which way round it should go in. There are replacement plastic floats available to cure the leaking brass ones too. Make sure you have the proper gaskets and fibre washers on the fuel feed/ needle valve too.

Just noticed we are talking about a 223 - separate float chamber.
The general principles still apply though - float or needle will be faulty.
