what is the point of fitting high tensile bolts if the shock absorber is bolted to what amounts to a bit of frame made from sheet metal! which will snap first?

Vince, tis shearing forces over a small area of contact on the bolt, which is spread on the mounts, and nothing like as big. The mounts have the most shear in compression as well, that is spread over a bigger area.

I agree, but my point is an ordinary spec bolt as per parts list is suffice.
