Dont think it is an electra x. The primary drive cover looks like an electra x but it has what looks like an iron barrel. Also the metal army panniers don't fit an electra or so they say and the side covers are not from an electra x.
Whatever it is I loike the look of it ,but not so sure about the sidecar, an unmodified one would suit it better.

Davie, it is an Electra X barrel has been painted black, you can see the little scoop on the head to direct a bit of air around the spark plug and I fitted tool boxes to mine so no reason why this owner couldn't, he has done plenty of other things to it

Davie on closer inspection we are both right I think, looks like a Bullet with an Electra X motor, front brake isn't a disc, and the rear guard looks 350. I fitted the rear hoops to my Electra to get rid of that horrible rear guard carrier so I could fit a saddle but it was very tedious job and not one I would reccomend anybody try

Norm, I have been looking on that well known auction site and a seller on there can supply alloy panniers and frames for less than £200. I think I may go down that route and maybe get a single seat as well and a rack on the rear mudguard.
