Hi Graham, Do you still have one of the old balls? If so measure it - You may well find it's smaller. I've had this on an old Soviet 2 wheel drive outfit, Turns out the head races took a smaller bearing than stated in the book for it's year (1972). when I removed It's etched and stamped makers plate from the headstock, It was stamped "Ирби́т 1947 " into the frame underneath, Which is a tank factory,in the far east of the old soviet union - year 1947, They were factory reconditioning tired military outfits and exporting them as new civilian machines! I wouldn't put these sort of tactics above the Indians, Always check everything!

Graham, it's normal engineering practice with loose balls (Matron!) in a race to install one less than will actually fit to allow reasonable axial movement for the rest. If you check the Parts Books for Redditch models you will see this is the case, ie 19 balls specified for each race.
