Hi folks - thanks for the responses. In the end I bought a helicoil kit, drilled and tapped and upgraded to M8 bolts. I cut two small sections of tube as collars to deal with the wider dismeter at the top of the holes. I fitted a stainless clamp which I put half a dozen rows of centre pops into to add resistance. Following the mentioned protocol, I nipped up the top before tightening the nuts and hey presto the handlebars are solid. Muchas gracias!!

That should read diameter, I use the dismeter for measuring insults....

I just did one that had been butchered by the "rebuilt in India boys" they had completely destroyed the top and the bottom threads. Tapped the top ones out to 3/8 BSW, 3/8 is a snug fit in the clamp and 50 times stronger than the original
