I would think that maybe the crankcase gasket seal section dividing the tank and crank case leaks if all other factors are eliminated .

Always a possibility Phil, I'm not going to waste any more time on it, looking from the outside, just pull it down and start fresh. It also has a couple of head studs starting to pull out from the cases. Typical of this rubbish rebuilt stuff from India. Bad thing is a Club member has 3 of these, all in the same condition that he bought as a job lot from ebay. Bad thing about them is they belonged to 2 Indian brothers who came to a couple of our Club meetings asking what I could do to help them get them running. Once I explained the problems to them they dumped them on ebay and Nev thinking they looked ok bought them and that was 3 years ago and now they are back to haunt me. Such is life
