This strange kickstart lever behaviour is not unique to Enfields - it is a well known occurrence on Norton-AMC gearboxes. Normally caused by wear in the layshaft bearing in the shell, but can also occur if you forget to ream out the new bush when you replace the kickstart shaft, causing friction until wear eases the problem...don't ask how I know about the failure to ream....
