MMM I have a 2006 electra and when my mate was rebuilding the head after a bit of valve seat and valve face work the seals went on no prob .He does use a tool for the job ( the same one as he uses to remove them )and fits over 100 per week .

AlanR - the guides had been fitted before I tried in vain to fit the seals. I too had expected the parts to fit.
After many bad words, thoughts and a modicum of patience with various metal removing tools & materials the seals pushed on. Then a good wash out with degreaser and a water jet blast to get rid of foreign particle & the job was done.
The amount of material removal to make a fit is actually quite small

It's like a group therapy session this! I too failed miserably with the green valve seals and ended up wrecking them trying to put them on. The original iron valve guide has no taper and so the seals just shred themselves. I ended up with one on the exhaust side only ( which has a bronze guide) doesn't burn oil though so I'll let sleeping dogs lie.

I fitted some after a winter overhaul and didn't find a problem.
Suitable socket over the valve stem and tapped them on.
