You will find everything you need to know on the DVLA website including an online service which will send you the relevant forms by post. The one you need is V55/5.

It used to be easier when we had local DVLA offices (are there any left) Dealing with Swansea on the phone, mail or by email can be a pain and you need patience.
If the Matchless was previously registered you might just get it's original number if it's available but you should at least get an age related one.

You will need an MOT, issued on the frame number. Also has to be insured on the frame number, which is tricky, as you can only get 30 days cover at a time, so have to get the cover note last thing before application so it is still valid when DVLA have it. I got two Interceptors done in the last few years. Both applications were back within 8 days. If you fill it all in correctly DVLA are super quick. I found a guide online about filling in the V55/5, BSA Owners club I think it was. A lot of blank spaces were left on the form. £55 is cheap for the service too.

I've had a full year insurance on a frame number. Can't remember who with but all they asked for was the reg. when I got it.

I'm with Carol Nash and currently have the 1A on a frame number only and that's for the duration of the insurance, ie 1 year.

DO NOT say that you have built a bike up from parts, it gets DVLA all excited, what I am sure that you have done is restore an existing motorcycle, the fact that the engine number is not the one it left the factory with is of little or no relevance. It is quite possible that the engine that is in the bike is a period replacement. If you do go down the built up out of parts route then DVLA will start talking about single vehicle type approval, Q plates and all sorts of silliness.
