When one bush is badly worn, the bush in the other end will have worn tapered.
And what ever it was that caused one bush to wear prematurely will also have worn the other one!
When the inner (LH) bush is that badly worn, it is advisable to replace the splined bush that is on the end of the shaft: the original part will have groves in its surface?
And with older bikes, and 'refurbished' Domestic market private imports in particular, it is not uncommon to find that the ends of the layshaft have been ground undersize...
