I think it all boils down to the price point. How low does the price have to be before it's worth the hassle of Registering a machine? I'll use my Lightning as an example. The bike was a 1999 machine with delivery mileage only. It was sat in a shed for 11 years. I bought it for £1500 delivered. It was completely factory standard when it passed the MOT. It didn't need an MSVA test, etc. In my view, I got a cheap bike. Now, take a bike that's less than 10 years old and it has to go through the MSVA test. The extra expense isn't worth it unless you intend to keep the bike. Tyres, lights and speedos cost money. Personally, if I was offered an unregistered bike that required an MSVA test. It would be to be dirt cheap before I'd go through the hassle.
