As per Trevorch - I did the rear brake modification and it works - a bit of squeaking - but you can lock the back wheel if so desired.

Likewise, my rear brake was fairly useless until I freed off the pivot so it can float. The wheel will now lock up.
Classic C5 Euro 4 at the moment.
