Not at all, all you need is a multimeter.(about 10 pounds at any hardware store)
Select DC 0-20V scale, and measure between the puls and minus on the battery with the bike running.
A little throttle and voltage should raise to -ideally- 14,4V (lights of).

If it gets a lot higher, the regulator is broken and if nothing else happens, check the genny output and connections.
