Jaffa, it's a "dummy belt rim" brake which has a loop of friction material which is tightened onto the rim. A step on from the bicycle type "stirrup" brakes but not very much! Real disc brakes were available as early as the mid/late twenties (?) made by ERA for racers (I think Tommy Dixon had them on the TT Douglases,) but they didn't catch on due to problems with friction material I think!

The first disc brake offered on a production 2 wheeler was by Lambretta on the TV
