At what age does a bike go from "scruffy" to "patina".

A bit like when it goes from "old" to "classic".

There must be a cut-off?

Scruffy is when things are bodged, broken and incorrect for the model.
Patina is natural wear and corrosion.
The problem with a nice patina is when you need to fit a new part. The art of distressing parts to look old is a fine skill to learn.

Dirty engine oil onto hot metal usually does the trick. Happened pretty much automatically back in the day I suspect.
