Just register it as a restored Crusader, don't confuse the issue by saying that it has been built up etc.
If you get the frame / bike dated by the VMCC they tend to be more flexible than the REOC from what I have read.

Ignore the last, I have just seen that things have changed significantly.

There is however a Crusader minus engine on fleabay with registration number (3hrs to go) with no bids .
