Looks like a Conti with a new paint job and upright handlebar conversion.
I had a link to the suppliers (wemoto??) of the handlebar adaptors but recently lost it. If anyone has it could they please post it. It's not something currently stocked here

If no luck you could always ask Tendence Roadster, the Enfield place in Paris. Some of them do speak English:

They seem rather expensive to me - 'Horloge de Guidon' at €69 is £5.95 on ebay.
