Chennai has three seasons - summer (March to October) overlapping with monsoon (July to September) and winter, January being the coolest. The December storm rainfall was a record 490mm in 24h however the flooding is being blamed (Times of India) on bureaucrats not having the sluice gates opened. Apparently the city doesn't have storm drains (as we know them). Having a monsoon season which they find a relief from the heat means they are used to high rainfall and are used to flooding but were caught on the hop by this one. Reports of damage but not casualties.
