The engine strongly resembles some of the Italian single cylinder racing engines of the early '50s, I see the author of the piece compares it to a Benelli. A.

Ah yes, a racing special built by local lad Bill Lomas, some of you may have heard the name! Rode for Guzzi, including the fabulous V8. He also ised a tuned pushrod 250 in a frame using dural plates for the rear part behind the engine/gearbox.
