Well, it doesn't seem to be khaki and from what you can see of the numberplate it's not a WD number so probably not.
Having said that, they did press all sorts of vehicles into use so who knows?

It looks like an early post-war model in civvy trim rather than a WDCO. With a glut of M20's, 16H's and G3L's left over from the war, I don't think the British Army ordered any new bikes until the Triumph TRW in the 1950s and the BSA B40 in the 1960's. My money would be on it being the personal property of the soldier in the photo. Happy to be corrected if any military vehicle historian or post-war DR on this forum knows differently. A.
