Some of this was already very clear to me, but...

I was a bit surprised when I came across this today; would have thought it would be on TV and everywhere with the introduction "Smart" motorways, where there's no hard shoulder.

Or, perhaps I don't watch enough TV.

Maybe also look on U-tube:
"Rettungsgasse".
It shows one of the systems in Germany, in operation. (And sometimes, not very well in operation...)

That was a good informative video. I think, like Chris says, that the 'tips' given are something which comes naturally to experienced drivers.
I haven't watch 'live' TV in years but I am surprised to hear that it isn't being shown regularly on all channels - it should be.
