The house owner would be advised to replace lead pipes but is under no obligation to do so. Often temporary repairs to lead pipes are necessary to restore supply to the property. Utility companies still repair lead communication pipes and will also connect a water meter to a lead pipes as a matter of routine. The only way this will change is when (if) the relevant water quality threshold is reduced (as is mooted) which will then trigger positive action. A reliance on orthoposphate dosing to deal with the issue will then no longer be viable.
