A sooty carb is what carb and injector cleaner spray is for. May need stripping down to clean. Almost certainly needs setting up.
But... You had 'done the points'. Clue. Redo the points in accordance with the Sixty-5 Workshop Manual. You will have to find that online. I don't have a Sixty-5, with an EFI I don't have points, I remember them though. Usual thing was to get the heel of the points on the top of the cam and set the gap there with a 16-thou diachrom spatula - that may not be the correct gap so check the book of words. Having set the gap, check it again because the blighter moves on purpose when you tighten the screw. The points timing is at the moment they just open, you can use a test meter or a bulb.
If the points don't open enough you can get a weak or no spark (missing) so you get unburnt fuel which is much the same as very rich and then you get soot. Chances are the spark plug will need cleaning or replacing.
