12 volt motorcycle Trickle charger

Guys should I be measuring 12 volt output over the two cables on the charger.I was trying to establish polarity as the original connector was removed.Its only reading .1 voyage with no polarity showing either way on my multimeter.

Unfortunately, if it's a modern "Intelligent" charger, it won't turn itself on unless it detects a voltage (from the battery) on its output leads

P.S. this is also why often these chargers aren't capable of charging a very badly discharged battery, unless it has a special battery recovery mode

if it's a C-tech charger, if you look at the output lead I'm sure there is a very faint ++++++++ running along the positive black cable
