I'm firmly of the oppinion that I can't see the bike when I'm riding it. There is no chrome at all left on the seat springs of my 2007 bullet. A cheap Indian exhaust silencer rots through to the point is blows roughly every 4 years if you don't wash it and do around 10k miles a year. I'm on my third.
The chrome or lack thereof will not affect the function of the shock springs, only the look of them so my slightly facetious answer is replace them if you want to or don't if you can't be bothered. I'd fully expect the replacements to rust just as quickly. Applying ACF50 to them may help slow the process. If rust really bothers you, you could get them blasted and powdercoated, that's probably the most robust finish.
As for warranty, you could try your luck I suppose.
If I was going to replace shock springs, I'd probably replace the whole shock for a higher performance one. I've currently got a set of cheap Chinese gas shocks off ebay on my bullet (needed more damping and spring length to cope with my trailer). They are remarkably good and are holding out well after three years. I've got some club racing friends who use them on their race bikes too. I think I paid about £70 delivered.
