Top Speed - 2 1/4 HP

I have been playing about with a 1921. 2 1/4HP. Royal Enfield and have now got the engine running. The magneto has been renovated and it has a spark every revolution. I have yet to do a crankcase pressure test and a compression test recorded 65psi, not that brilliant but for an old two stroke could I expect a lot more?
I took it out for the first time to the Swavesey Steam Rally last Sunday but was mildly disappointed with the top speed which is about 18 mph and just manages to pull top gear on the flat. I was hoping for about 30.
Anybody out there know what the top speed should do as I would have hoped for a bit more from 2 1/4HP. Luckily I was stuck behind a steam wagon on the way home and kept up with that OK!
I was hoping to use it on the Magpas run on 5th August but would struggle to keep up with the bus that the band use so may have to revert to my back up vehicle a Rudge, the one with pedals.
So back to my original query - anyone know if I am expecting too much from this bike.
