Is it important that valve caps can turn around freely ? On my Bullet one cap can be turned, the other one cannot.

If the valve (or dust) cap is rotating then you've stripped its thread, surely ??

If you mean the hardened valve caps under the rockers, I don't think it matters as long as they're not cracked. They merely protect the valve tips from deformation.

Yes, I meant the hardened caps under the rockers.
