??? You have to have the clutch in to change gear when stopped???

From what you have said in your question, I would advise that you take the bike to some one who knows what they are doing?

Randomly "putting washers in the clutch" is not the place to start. :-(

If you can't change gear when stationary I would suggest that your clutch is dragging. Put the clutch back to standard, get rid of those extra washers and double check the adjustment. Make sure that the ball bearing is present in the clutch push-rod. Slacken everything off and adjust it from the gearbox end first.

It might be helpful if you could explain what the problem is a bit more clearly.

If you stop in gear you most definetly should be pulling the clutch in, if you dont the bike will stall, if you mean you cant change gear without the clutch in when the engine is off, thats pretty normal for the Albion gearbox, but you should be able to find Neutral, as others have said, scrap the washers and re-adjust the clutch rod and cable first and then work from thier.
