Throttle cable flooding carb

I have an Amal 223 carb, replaced the throttle cable, stripped and cleaned carb, cleaned fuel tank and put fresh fuel in. Now when I open the fuel tap the carb floods?
I check the float and needle and they are working fine.
Could a short throttle cable cause the carb to flood?

Either the float doesn't float (punctured/sticking/fouled) or the needle valve is not shutting off the fuel flow completely (sticking/dirty/fouled/foreign object)

No, a short throttle cable cannot affect it.
Take the float bowl off, along with the float and needle valve, place a container beneath the carb, and open the fuel tap for a couple of seconds to flush it through. Then, hold the needle valve in place with your finger tip and see if you can stop the flow by lifting the needle onto its seat. It should take only the lightest pressure to stop the flow completely.
When you removed the float bowl it will have been full of petrol. Was the float floating correctly? If you shake it, can you hear any fuel inside it?
Is the tab on the float that operates the needle valve bent out of shape?
Luckily carburettor float bowls obey the laws of physics, so if the float floats, the needle blocks the fuel inlet, and the two are correctly mated together, then it will work. It's a very simple system and I'm sure you will find the fault with a logical approach.
