2009 Electra EFI flatspot

When opening the throttle from closed, when cold or hot, I've noticed a flat spot. This is quite obvious and is almost like turning a switch to turn the injection on with a slight delay. Any ideas?

Could be a bit rich, check the tail pipe when you blip it to see if there is any black smoke.
