I know this was only fitted as a decoration but I would like for it to work just a little bit, I have built the pivot pin up so that the shoes are out against the drum so I get as much shoe surface as possible against the drum but it still doesn't do much. Any thoughts

Softest linings you can get Norm. I found an early asbestos set with a bunch of old parts and whilst they aren't as health giving as you'd want they were at least 200% better than the modern linings I had purchased at great expense. I discovered later that the modern linings were suitable for Formula VW racing and designed not to fade. Little or no chance of that on an RE I'd say.
