Those rectangular Tabs behind the Rotor

Hello all,
I wounder if someone can help. I removed the primary drive of my 2002 4sp Classic to change the drive sprocket ( as per the technical notes on this site ). I've delayed the re-assembly so can't remember what way round the steps go on the three oblong,stepped tabs around the crank bearing. There are witness marks showing where the vibration washes have been but putting them on this way looks wrong.
I guess the question is, is the end of the tab under the bolt "higher" than the end of the tab pressing on the bearing ( which doesn't rest flat on the bearing outer if done this way ) . Or lower which goes against the witness marks. I'm assuming the vibration washers go between the tab and the bolt head.
Sorry if this is very rambling, but it's difficult to describe.

P.S. any torque settings would be appreciated too.
