technical chemical question

an obvious problem on older tanks , keep seeing reference to "Dichloromethane MDC Methylene Chloride 99% " as the best solution to removing petseal.

yup I know companies like "tankseal" will do the job , but at £100 - £150 , tiz a lot of pennies.
comments on other websites say Dichloromethane can be mixed with methanol or acid to work better , my local garage does not sell methenol , and the crack dealer stood on the corner looked confused when I asked him questions about acid!
1:Is this the stuff to use
2: as the tank is greater than 5l , can it be diluted?
3: dilution additive?
