A good battery should output around 13v (if I remember correctly). Does this then drop back to 12v after the battery has been off charge for a while?

Mine is reading 13.5 as it comes off charge but drops back to 12.5v after standing overnight.

A good top up battery drops back to 12.6v, 12.5v,a good gel sealed battery drops back to 12.8v,12.7v,as mine in the garage.Also always use a bike charger.

Depends on the accuracy of your meter of course - some of the cheap ones are not so accurate.
A good test is to check the voltage while there is a load on the battery. If the battery is duff the voltage will take a dive.
